Hong Kong – Singapore Travel Bubble to Launch on 22nd November

The Hong Kong and Singaporean Governments have jointly agreed to postpone the travel bubble amid a concerning virus spike in Hong Kong. The plan will be revisited in December, with the earliest possible resumption occurring in two weeks.

The much-anticipated travel bubble between Hong Kong and Singapore will launch on 22nd November. The program will pave the way for safe resumption of international travel. Under the agreement, passengers can travel between the cities without having to go into quarantine.

Cathay Pacific‘s Chief Customer Officer, Ronald Lam, has labelled the agreement “a milestone showcase for the opening of more, similar air travel bubbles”.

Meanwhile, Singapore Airlines‘ EVP, Lee Lik Hsin, commented that the bubble “facilitates the keenly anticipated return of leisure travel for both cities as we continue with our recovery from COVID-19”.

There will be two inaugural flights on 22nd November, one in each direction:

  • Singapore to Hong Kong (SQ890), operated by Singapore Airlines
  • Hong Kong to Singapore (CX759), operated by Cathay Pacific

SIA will operate designated travel bubble flights, whereas their budget subsidiary, Scoot, will operate regular flights that do not fall within the Air Travel Bubble (ATB) agreement.

Important Requirements

To be eligible, passengers must have only been in Hong Kong and/or Singapore for 14 days prior to departure.

Additionally, everyone also needs to have a negative COVID-19 polymerase chain reaction (PCR) test result, with the sample taken within 72 hours before departure. This rule applies for both directions of travel.

Singapore Specifics

Any foreign passengers entering Singapore must apply for an Air Travel pass, available here. Ideally, this should be done at least 7 days prior to departure.

You’ll need to submit your health, travel history and accommodation declarations electronically via the SG Arrival Card System; this must be done no earlier than three days prior to your arrival in Singapore. 

Finally you will need to download the TraceTogether app to your mobile device, then register your mobile number and personal details on the app. 

Hong Kong Specifics

Upon arrival in Hong Kong, you must provide a completed Hong Kong Government health declaration form for entry. To make the process smoother, complete the online form within 48 hours prior to departure from Singapore.

After you submit the form, you will be provided with a unique QR code that must be presented, along with other documentation, when you check-in at Singapore Airport.

Upon arrival in Hong Kong, you will be PCR tested again. This rule applies to all ATB passengers and will take about four hours to complete. Everyone must wait for a negative test before officially entering Hong Kong.
